Board of Health · Meeting of October 7, 2026

PLYMOUTH — The Plymouth Board of Health approved a septic variance for 244 Hedges Pond Road and spent nearly an hour on rising electricity costs. The board voted 5-0 to approve the variance, pending passing well-test results, after applicant Joseph Kehoe said the current system has failed. Member Kate Morini told the board electric delivery charges, now uncapped and fluctuating twice yearly, are outpacing supply costs, calling the situation one where "it just blows my mind that in 2026, we're stuck." Center Hill Road resident Dawn Dillon said delivery charges rose from 55 percent to roughly 60 percent of her bill between 2024 and 2026, even after she cut her supply rate 25 percent, and cited a pending state Department of Public Utilities investigation, docket 25-200, into delivery-charge structure.

Kim Caple of Plymouth Family Network also briefed the board on a free postpartum doula program, reporting 100 percent of participating families found it "accessible and welcoming." The board agreed to assemble a public resource list on home energy safety and assistance options.
