Brockton City Council Bans Kratom, Tables Needle Exchange Ordinance on Constitutional Grounds

Brockton City Council voted 9-0 to ban kratom and other synthetic drugs citywide and tabled a needle exchange ordinance over constitutional concerns at its July 27 regular meeting. Councilor Thomas Thompson, sponsor of both measures, urged passage of the kratom ban, saying the city has seen "lives cut short, households shattered" by synthetic substances, and the council ordained the measure unanimously. Thompson then accepted advice from the City Solicitor and legislative counsel to table the needle exchange ordinance, citing federal disability-rights arguments that could expose the city to litigation.

The council also voted 9-0 on two orders advancing a Boys and Girls Club of Metro South access and utility easement over approximately 1,541 square feet of the city-owned Eldon Keith Field on West Elm Street, including a home rule petition to the state legislature required to free the 1920-era school land from its restricted status. The council accepted a $1,245,000 non-matching MassDOT grant to the Fire Department for Oak Street traffic improvements and a $1,031,000 U.S. Department of Justice grant for public safety building equipment.

Councilor Farwell closed the meeting warning that once free cash is certified, roughly $8.3 million will already be committed to school transportation and CARES Act obligations, leaving the council little fiscal room heading into FY2027.
