Brockton School Subcommittee Approves $775,000 in College Partnership Contracts

Brockton's School Committee Bid Review Subcommittee approved $775,000 in early college and dual enrollment intergovernmental agreements Tuesday after a brief dispute over spending transparency. The 4-0 vote covers contracts with Bridgewater State University ($150,000), Massasoit Community College ($50,000), the University of Massachusetts Dartmouth ($125,000), and Quincy College ($450,000) for the 2025-26 school year. The vote was prompted by the city solicitor's office, which flagged a requirement under Massachusetts General Law Chapter 40, Section 4A that school committees formally authorize such agreements — a step that had not been taken even as the programs were already in use.

Member Gomes pressed district administrator Sarah Butler for actual expenditure figures rather than contract ceilings, saying "you've got to understand our hesitancy to just rubber stamp something," but Butler said she could not provide actuals on the spot and agreed to pull the data separately. The subcommittee was told that equivalent agreements for 2026-27 will require a new vote.
