Halifax board places five government restructuring articles on annual town meeting warrant

Halifax Select Board unanimously advances five articles to reshape town government, including converting four elected offices to appointed positions. The articles, brought forward by Selectman Thomas Pratt on behalf of the Government Study Committee after 37 meetings over 18 months, would make the town clerk, treasurer-collector, highway superintendent, and water commissioners appointed rather than elected — all subject to voter approval at the May annual town meeting and, in most cases, a subsequent ballot. A fifth article would rename the Board of Selectmen to the Select Board, requiring only a town meeting majority.

Town Administrator Stephen Solbo separately warned of a projected fiscal year 2027 deficit of $1.1 million to $1.2 million, with police and fire departments each asked to cut $150,000 from wage lines, saying "the only place to cut left at this point is personnel and wages." The board also approved a one-year inter-municipal clinician agreement with Kingston, Plympton, Hanson, and Carver funded by opioid settlement money, and received word of a $90,000 state earmark for Monponsett Pond remediation.
