Hull Light Board Votes 5-0 to Join Offshore Wind Project, Demand Financial Records

Hull's light board approved an offshore wind power purchase agreement and formally demanded nine categories of financial records from its own management at a contentious August 6 meeting. The board voted 5-0 to participate in EMWIC Special Project 2026A, authorizing the general manager to execute the power purchase agreement at a time of his choosing, with details withheld pending a press release expected within two to three months. In a separate 5-0 vote, commissioners adopted a formal motion directing the light plant manager to produce monthly bank statements, MWEC participant statements, general ledger reconciliations, and related records covering January 2023 through June 2026, making the demand a standing agenda item until production is complete; Commissioner Jake Balancourt noted that two commissioners declined to sign the town's 2024 DPU annual return because "we cannot attest to what we cannot verify." The meeting was also marked by the early departure of the light plant manager and operations manager, which Chair Burns initially called "an unprofessional act of insubordination" before withdrawing the term on the record and requesting a joint meeting with the Select Board.
The board additionally learned from Hull Historical Commission Chair Stephen Greenberg that the commission has begun submitting the light plant's 1920s Mediterranean revival building at 15 Edgewater Road for the Massachusetts and National historic registers, a process that could affect funding options for the board's already-approved $110,000 garage feasibility study.
