Hull Select Board to Seek $4 Million More for Town Hall Relocation at May 4 Meeting

HULL — April 29, 2026 — Hull Select Board backs $7.1 million town hall relocation budget ahead of May 4 town meeting vote. The board heard a detailed presentation from Owner's Project Managers Brian Walsh and Greg Walsh of PCA 360, who reported that a construction estimate from cost firm PMC has produced a total project budget of $7,142,708 — up from the original $3 million authorization approved in 2024. The board will ask residents to appropriate an additional $4 million at the Annual Town Meeting on Monday, May 4, at Hull High School. The preferred option includes a centralized Variable Refrigerant Flow air conditioning system, carpeted offices, locker removal, and a six-hour-rated pre-manufactured records vault in the lower level; the OPMs carried a 10 percent construction contingency of roughly $500,000. In a lengthy warrant review, the board discussed all 10 citizens' petition articles but took no formal position on any, including Article 40, which would restore independent light plant management authority to the elected Light Board — a measure that drew more than 45 minutes of debate and a blunt declaration from board member Greg Gray: "I am totally against Article 40."
