Cultural Council · Meeting of August 26, 2026
Kingston Cultural Council unanimously adopts tighter FY27 grant guidelines after a messy payment review. Council President Dean Marano led the August 26 session, which also welcomed prospective member Heather Burby Armstrong, a 32-year resident who said she had "never heard of this" grant program before. The new rules require applicants to secure a signed host-location letter before applying, bar fee structures members called "reverse discrimination," and align Kingston with state Local Cultural Council standards.
The council also flagged fiscal 2026 payment mismatches: Hannah Close was paid $1,500 despite a $1,000 allocation two years running, Rachel McGuire's $733 reimbursement was split with a second recipient, and North River Arts' $880 payment hadn't appeared on the town's own report. A separate $1,700 allocation to Kingston's 300th Anniversary Committee remains unspent. The FY27 cycle opens September 1 and closes October 15.
