The board voted unanimously to authorize installation of an irrigation system on the newly scraped Bullnose Island at the Esplanade's south end, directing DPW Superintendent Kenny Ryan to install a water meter while designating water usage a gift to the Original Brant Rock Village Association — matching the arrangement at the nearby entrance island. Scott Dixon, 82 Ocean Street, representing the association, acknowledged a backflow device had been installed without a licensed plumber, a violation carrying a $5,000 fine, and said licensed plumber Jeff Hubbard would pull a permit and correct the work. The board also unanimously authorized Ryan to execute an amended grant agreement with MassDOT adding $84,000 and an 85-day schedule extension to the stalled Willow Street Bridge design project, and awarded contracts for MS4 stormwater field work ($13,500 to Tyne Bond, Inc.), electronic waste recycling (estimated $30,000 to NLR), and a federally required water system Risk and Resilience Assessment update ($30,200 to Apex Companies LLC). In a pointed discussion of the June 15 Special Town Meeting, Ryan warned that DPW budget restructurings presented to the advisory board were never updated in the posted warrant, and that enterprise fund indirect charges do not account for multiple budget scenarios — leaving the board to seek a pre-meeting session with Town Counsel to ensure correct figures reach the floor.
