Marshfield Capital Panel Weighs Harbor Jetty Costs, School Repairs Against $800,000 Budget

MARSHFIELD — March 18, 2026 — Marshfield Capital Planning Committee hears $4.6 million in school requests and Green Harbor harbor repairs against an estimated capital fund of just $600,000 to $800,000. The committee, chaired by Jack Griffin, received presentations from the Green Harbor Harbormaster and a school department administrator at its March 18 remote meeting. The Harbormaster reported the Army Corps of Engineers Section 107 jetty study is advancing after eight years, with the town's maximum 10 percent share of a $15 million project capped at $1.5 million — roughly $450,000 of which was appropriated at last April's Town Meeting and transfers to the treasurer July 1; he plans to apply for a Seaport Council grant of at least $1 million that, if successful, would reduce the remaining town obligation to approximately $200,000. The school administrator disclosed an emergency Daniel Webster Elementary roof repair need of $145,000 that would not qualify for Massachusetts School Building Authority reimbursement, and flagged potentially $600,000 or more in unspent prior school capital articles — including $115,000 from a gymnasium floor project and $470,000 from a generator article — that could be redirected to priority needs. A warrant vote is expected at the committee's next meeting, scheduled for March 25.
