DUXBURY — The Duxbury Selectboard voted 3-0 to sign a covenant letting a private trust pave Old Road, a way the town clerk certified in 2025 as public under an 1812 town meeting vote. Chair Amy MacNab recused herself, citing an appearance of bias; Vice Chair Fernando Guitart, Clerk Cynthia Ladd Fiorini and member Brian Glennon voted. Attorney Jonathan Silverstein, representing proponents John Baldwin and trustee Curtis, said further delay was "grossly unfair" to his clients.

Abutter Carol Smith raised drainage concerns tied to a culvert beneath the road; DPW Director Sheila Skarski agreed to inspect it with a camera. The board also approved FY28 budget guidelines amid nearly $74 million in capital requests, retiree health insurance increases of 4 percent and 6.8 percent, and an amended regional hazardous-waste depot agreement cutting Duxbury's annual share to about $120.
