Whitman Budget Subcommittee Forwards Capital and Debt Policy Drafts to Select Board

Whitman's Select Board Budget Subcommittee voted unanimously to advance two sections of a draft financial policy to the full board for review, using the town of Rockland's adopted policy as a model. Select Board Members Dawn Byers and Sean Cain, the two-member subcommittee, approved motions forwarding both the capital planning and debt management sections of the Rockland policy to the Select Board, town administration, and professional financial team for review and potential future adoption. Cain said Whitman is likely above Rockland's target of four to six percent of the general fund for annual debt service, given active exclusions for the Middle School, DPW, police station, and town hall, but said the policy should set the long-term direction.

The subcommittee also held an extended discussion on free cash policy, noting that Whitman's unappropriated free cash balance recently stood at roughly $29,000 against a Rockland-model target of 30 percent of annual certification, and that Plymouth County pension costs are projected to exceed $5 million annually within three years. No vote was taken on financial reserves or free cash; those items are tabled to the next meeting, scheduled for August 11 at 5 p.m.
