Brockton City Council passes trash fee ordinance 7-4 after months of deadlock

BROCKTON — May 26, 2026 — Brockton City Council passes quarterly $130 trash fee and approves three police promotions. The council voted 7-4 Monday to ordain an ordinance setting refuse billing at $130 per quarter — $520 annually — after the measure deadlocked 4-4 at the April 27 meeting and required reconsideration before finally clearing. Councilors Farwell, Griffin, Green, and Teixeira voted no. The same session produced a unanimous 10-0 vote promoting Lieutenant David Farrell to captain, Sergeant Michael Livingston to lieutenant, and Officer Thomas Delaney to sergeant in the Brockton Police Department; Police Chief Brenda Perez appeared in person, saying she looked forward to working with the three "in their new leadership role to help move this department forward." The council also referred a proposed $565,450,363 FY27 general fund budget to the Finance Committee, with public hearings set for June 8 through 10 and a final vote scheduled for a special meeting June 15 at 6 p.m.
