Brockton Finance Committee Approves $630,000 in End-of-Year Budget Transfers

BROCKTON — May 18, 2026 — Brockton Finance Committee recommends $630,000 in end-of-year transfers, postpones Boys and Girls Club home rule petitions. The committee voted unanimously Monday to send three fiscal-year 2026 budget transfers to the full City Council: $375,000 to cover law department workers' compensation and outside-counsel overruns, $5,000 within the parking authority enterprise fund for overtime, and $250,000 to replenish police overtime ahead of World Cup watch-party events. CFO Dr. Troy Clarkson and City Solicitor James O'Brien fielded detailed questioning from Councilor Nicastro on the law department's more than $500,000 in combined outside-counsel spending this year, and from Councilor Farwell on the city's workers' compensation caseload; Clarkson disclosed the administration is pursuing stop-loss reinsurance for workers' comp to cap single-case exposure, similar to an existing stop-loss on health insurance that triggers at $425,000. Two Boys and Girls Club home rule petitions — one on a West Elm Street easement at Elton B. Keith Field, stalled at the School Committee for nearly two years, and a companion land-transfer petition — were postponed to July and the June 15 Finance Committee meeting, respectively, with Councilor Farwell noting the city solicitor has begun working toward a resolution that could make legislation unnecessary.
