Halifax Finance Committee approves more than $30,000 in year-end transfers and a $48,762 reserve fund draw as a $730,000 school turnback complicates fall capital planning. The committee, chaired by Jim Walters, approved 12 line-item fund transfers at its July 13 meeting to close out fiscal year 2026, holding two library transfers for correction after balance figures were entered in reverse; those items will be revisited at a Wednesday, July 15 Zoom session before the statutory filing deadline. The FY27 reserve fund transfer covers contractual wage increases effective July 1 for six departments, including $17,228 for the police chief and deputy chief and $17,117 for the fire chief under newly signed contracts.

Town Administrator Steve Solvo announced that the Halifax Elementary School is returning $730,000 in accumulated circuit breaker special education funds to the town — on top of a $200,000 regional district turnback at town meeting — but cautioned the money must be certified as free cash before it can be spent, targeting a September 30 deadline. Member Cheryl Burke challenged Solvo: "I am astonished that a pile of money of $730,000 just built up and nobody knew how it happened." A joint Finance Committee and Select Board meeting with school finance staff is scheduled for July 28 to address that question. Solvo separately flagged a staffing crisis in the town accountant's office, where the sole assistant position is budgeted at just 19.5 hours per week; he said a minimum of 32 hours is needed to meet the certification deadline, and the firm's lead consultant is temporarily unavailable due to a family bereavement.
