Carver Planning Board delays solar permitting shortcut until October

Planning Board · Meeting of August 11, 2026

Carver Planning Board pumps the brakes on a state-mandated solar permitting shortcut. Members voted unanimously to wait until the state's October 1 deadline before offering a consolidated permitting process for solar and battery projects, with one member warning it "opens the floodgates" and another saying the town wasn't "okay with the fact that you're telling us again what to do." The board separately recommended, 5-0, that the town not exercise its Chapter 61A right of first refusal on forested land off Wareham Street that A.D. Makepeace plans to lease for a previously approved solar array, calling the parcel landlocked and impractical to acquire.

Members also approved a lot-line adjustment at 1 Lee Way and a minor site modification at 3 Ricketts Pond Drive widening a fire-access drive from 12 to 27 feet and adding 1,355 square feet of impervious surface, both unanimous.
