Finance Committee · Meeting of November 2, 2026

Brockton's Finance Committee recommended an $18.2M pension reserve draw to clear deficits blocking the city's tax rate. The City Council, sitting as the committee, backed the $18,184,462.35 transfer on a voice vote. Interim CFO John Condon said the Department of Revenue requires the deficits cleared, and warned of a "very, very big" fiscal 2028 gap.

The panel also recommended a $258,000 Department of Mental Health jail diversion grant for police and, by roll call with Councilors Farwell, Griffin and Green opposed, a $27,511.93 transfer for department head union raises. Mayor Moses Rodriguez said the city would "bankrupt the city" without hard cuts, and the committee heard that funding for an unauthorized economic development post runs out by spring.
