Halifax FinCom OKs Hemingway for zoning panel

Halifax Finance Committee learns bond rating fell from AA+ to AA-, tied to one-time funding. Town Administrator Darlene said the downgrade followed heavy reliance on free cash, reserve and stabilization funds, and that she is fighting a fee increase from auditor CBiz while soliciting quotes from CliftonLarsonAllen and Roselli & Clark, the latter offering roughly $40,000 a year for a three-year audit contract. Member Ed Bryan warned residents deserve to know "we're going to be paying higher interest rates" and face "strained operating budgets" from the downgrade.

The committee voted 5-0-1 to approve its September 9 minutes, tabled a $20,865.90 reserve fund transfer for the interim administrator's salary line, and voted 6-0 to appoint Rodney Hemingway as its liaison to the reconstituted Zoning Bylaw Review Committee. The Capital Budget Committee remains unable to meet after two citizen appointees stopped responding.
