Zoning Board Approves Drew Road Lift, Homeless Housing
Zoning Board · Meeting of September 21, 2026
Plymouth's Zoning Board of Appeals unanimously approved raising a flood-prone Drew Road home and converting a vacant Spooner Street commercial building into two-family housing for Plymouth Taskforce for the Homeless, Inc., while pushing two bigger cases to October 19. Engineer Bill Shaw said the Drew Road house, built around 1930, floods nearly every spring and will be lifted 3.3 feet with a new Title 5 septic system. At 8 Carver Street, developer Richard Rosen's eight-unit conversion of a vacant historic church stalled after the Director of Inspectional Services flagged undisclosed below-grade retaining walls and a new parapet, and the board could not set an affordable-housing in-lieu fee.
Resident Ted Bavins objected to cutting parking there from 12 spaces to 9: "Parking, parking, parking... I absolutely disagree with that." A separate request to drop a parking condition at 15 Asiaf Way was also continued after the board questioned whether a disputed parking spot sits on the owner's property.
