Other Committee · Meeting of September 24, 2026
HULL — The newly formed Hull Waterfront Access Advisory Committee elected its first leadership and took up unfinished land-title questions at September beach access sites. Members voted 7-0 to install David Kellan as chair and Jim Kilfoyle as vice chair, succeeding the town's former Water Access Study Working Group. Beach Management Advisory Committee representative Valeria "Val" Romano reported a $125,000 Community Preservation Act request, covering 18 cocoa mats and 22 Mobi mats at North Nantasket Beach, already won unanimous Select Board backing and now heads to the Community Preservation Committee.
Chair Kellan disclosed that a Western Avenue access easement long treated as public "is, in fact, private, not public," and that a similar title dispute has emerged at a Duck Lane path. Members formed a subcommittee of Jean Paquin, Kilfoyle and Lisa French to design pavement stenciling for confirmed public access points.
