Kingston Board of Health Reinstates Republic Services Permit, Suspends Brazilian Liquors Tobacco Sales

Email Text Facebook X

KINGSTON -- June 1, 2026, Kingston Board of Health reinstates hauler permit and imposes mandatory tobacco suspension at June 1 meeting. The board voted unanimously to reinstate Republic Services' revoked disposal permit, set to lapse July 1, after General Manager Chris Sussara appeared in person to acknowledge years of late quarterly reports and missed permit renewals dating to 2017, including more than ten staff contacts in 2023 alone and $700 in fines paid in the first two months of 2026. The permit was reinstated on a strict three-year compliance condition, with loss of operating rights in Kingston the stated consequence of any further lapse. The board also unanimously imposed a mandatory $2,000 fine and seven-day tobacco sales suspension on Brazilian Liquors for a second sale-to-a-minor violation, reversing a prior deferral after a selectmen's meeting established the business had not yet been sold. Health Agent Joyce, who cited the board's own "shall" language to argue the penalty was non-discretionary, will set the suspension start date and verify compliance. In a separate 4-to-1 vote, the board dismissed a December 11 alcohol compliance violation against Kingston Liquors, citing the absence of documentation from either party and the compliance inspector's failure to appear at the prior scheduled hearing.
