Kingston Sewer Commission Approves Duxbury Hookup, Advances $770,000 Design Contract

Kingston's Sewer Commission voted to tentatively accept a sewer hookup request from the Miramar property in Duxbury, a potential multimillion-dollar deal that could help stabilize the department's strained finances. Consultant Mark Casey, representing the new Miramar owners, said the development would need capacity for a minimum of 375 bedrooms — up to 400 — with a connection running roughly 2,200 linear feet to the pump station near the highway overpass. At the commission's current rate of $40,000 per equivalent residential unit, the deal could generate roughly $5.3 million in fees, with Casey offering a deposit of 50 to 75 percent on the day of signing.

The commission also unanimously authorized proceeding with a $770,000 CDM Smith 30-percent engineering design contract covering sewer expansion in several town areas, with the goal of reaching the state revolving fund priority list by August. Superintendent Dave Walsh warned that electricity and sludge costs together will consume roughly $440,000 of the department's approximately $1.2 million operating budget in fiscal year 2027 — and that without new customers or rate changes, article-money reserves will not sustain the department past fiscal year 2027.
