Town Meeting · Meeting of October 27, 2026

Kingston's Special Town Meeting voted 171-28 to require future town meeting approval before Kingston commits sewer capacity to developers outside town, responding to a June agreement sending 44,000 gallons a day to a Duxbury housing project. Petitioner Daniel Zotos told voters "Kingston built this sewer, Kingston pays for it, and it should serve Kingston first," and said taxpayers have already committed roughly $8.3 million to the arrangement. Sewer Commissioner Elaine Fiore said the commission does not vet development projects, only confirms available capacity.

Voters also shrank a proposed $2.5 million cellular water-meter purchase to $250,000 for commercial meters only, 125-105, after Finance Committee member Marsha Meekins called the larger request "premature." A separate article banning data centers townwide passed despite Town Planner Valerie Massard's description of it as a "temporary" measure, which several residents disputed as effectively permanent.
