Town Meeting · Meeting of October 20, 2026

Marshfield's Special Town Meeting rejected a citizens' petition to repeal the Brant Rock Village Overlay District on October 19, falling short of the required two-thirds majority. Petitioner Kathleen Creed argued the 12-year-old overlay had failed to deliver promised revitalization and risked up to 100 new condominium units along the Esplanade. Town Planner Karen Horn said the Planning Board voted 5-0 against the repeal after an October 5 hearing drawing roughly 35 residents.

Opponents, including developer Ryan Frasca and Original Brant Rock Village Association President David Kelly, warned repeal without a replacement bylaw would leave the district under outdated B4 zoning for "well over a year." The same meeting approved $9.94 million for seawall and revetment repairs, with DPW Superintendent Ken Ryan citing a 75 percent FEMA reimbursement, and endorsed $2.38 million in Community Preservation Act land purchases to protect municipal drinking-water wells.
