Hull's Municipal Light Board voted 4-1 to adopt a $110,000 feasibility study scope for the light plant's Edgewater Road site, then voted 5-0 to send it to the Select Board. Member Stephanie Landry cast the dissenting votes, arguing ratepayers and abutters deserved a public hearing first, saying the board was "asking to spend at a minimum or not to exceed $110,000 of ratepayers money on a study that I think has already been done." Chair Jake Valancourt said the scope includes a 14-day "circuit breaker" allowing the board to halt later tasks if early flood-review findings are unsatisfactory. Board member Tom Burns pegged a stay-in-place garage, ADA and flood-proofing option at $2.5 million, against joint-facility estimates the board has heard ranging up to $45 million, with roughly $14 million to $15 million attributed to the light plant's share.
The board separately voted unanimously to form a subcommittee to meet with the town treasurer and accountant over financial records outstanding since an August 6 request.
