Water · Meeting of September 22, 2026

Kingston Water Commissioners approve $69,100 to keep new well design moving after cost overruns. The board authorized the funds to cover completed out-of-scope work and early redesign tasks around a new access-road alignment, with a larger piece of a roughly $186,000 amendment request, presented by project engineer Kirsten Ryan of Kleinfeld, to go before the fall special town meeting. Commissioners also voted to reclassify the long-inactive Winthrop Street well as an emergency water source, maintaining its wellhead protection zones under state guidance, and reviewed a $37,277 contractor quote to replace a pump and convert a water meter at the Grassy Hole well.

Officials raised concerns that a leak-detection survey missed leaks later found near hydrants, calling it "very troubling" as the town works to address an estimated 30 percent unaccounted-for water rate, and agreed to confront the contractor and price out an alternative firm.
