Brockton Presents $4 Million Federal Housing Plan at Public Hearing

Brockton's Planning Department presented a draft $4 million federal housing and community development spending plan at a July 7 public hearing. Interim Director Elijah Romulus led the online presentation, describing a plan that combines approximately $3.4 million in Community Development Block Grant funds — including roughly $2 million in carryover from prior years — with about $635,000 in Home Investment Partnership Program funds for the program year running July 1, 2026 through June 30, 2027. Priority areas include housing preservation, homelessness prevention, affordable housing production, economic development, and transit-oriented development in the Montello, downtown, and Campello neighborhoods.

Several attendees pressed Romulus on short notice for the hearing — announced roughly one day in advance — and on the accessibility of information generally, with one commenter calling it "very difficult to participate when information isn't really available to the general public." Romulus, three months into the interim director role, acknowledged the shortcomings and committed to improving outreach lead times. The public comment period runs through July 29; the city plans to submit the final plan to HUD in early August.
