Halifax Planning Board stalls on zoning bylaw overhaul path, defers decision letter

HALIFAX — June 4, 2026 — Halifax Planning Board defers solar project letter, debates zoning bylaw restart. The five-member board, meeting June 4 without a town planner, declined to sign the decision letter for a 2,934-module solar array approved 4-1 at 69 Summit Street after Clerk Amy Troop raised concerns that the document failed to specify the date and plan number of Conservation Commission approval, lacked defined Saturday construction hours, and did not clearly identify the applicant's address — citing a prior project at 285 Home Street as an example of what imprecise conditions can produce. The bulk of the meeting was consumed by a working session with Gerry Joy of the Zoning By-Law Review Committee, who presented the reorganized Chapter 167 draft that the Planning Board declined to endorse before the 2025 Town Meeting; a motion by Troop to convene a joint session with the Select Board to reconstitute the committee at nine members failed for lack of a second. Chair Thomas Milius also reported that a roughly $50,000 state grant for a master plan update may be unavailable due to the town's MBTA Communities Act status. The board approved payment of $123.75 to PBG Engineering and $15.01 to W.B. Mason, and continued the May 7 meeting minutes to June 18.
