Hull Redevelopment Authority Votes 3-2 to Extend Paid Parking Hours at Two Lots

HULL — July 13, 2026 — Hull Redevelopment Authority receives survey showing near-unanimous resident opposition to housing and commercial development on its land. The HRA board heard a presentation July 13 from Market Street Research President Stephanie Gonthier, whose firm surveyed 996 Hull registered voters between April 20 and May 22, finding that creating public open space and protecting natural habitat ranked first in desirability while adding new housing ranked last in every analytical approach applied, including a conjoint analysis, two max-diff exercises, and open-ended responses. Board Chair Bartley Kelly framed the outcome plainly: "We are a redevelopment authority. The question is, how do we strike a balance that accomplishes what the survey says that people want and provide the funding sources to move forward?" The board voted 3-2 to allow both parking lot operators to charge up to $15 per vehicle through 8 p.m. for the rest of the season, with Murray and Kernan dissenting, and approved unanimously a $10,212.18 warrant covering accounting, technical consulting, and police detail costs.
