Kingston Sewer Board Approves CDM Design Contract, Targets Three-Area Sewer Expansion

Kingston Sewer Commissioners approve phased CDM design contract targeting three neighborhoods for sewer expansion. The board voted unanimously Tuesday to approve a CDM Smith contract of roughly $705,000 — funded through Miramar project money and article funds — to advance 100 percent engineering design for Pottle Street, Town and Country, and Marion Drive, while deferring well-adjacent sewer work to a separate 2027 State Revolving Fund application cycle. CDM project manager Kara warned that DEP prohibits changes to a submitted SRF loan application scope, saying "if we go through preliminary design and find an issue we weren't expecting, there's no way for us to increase that SRF loan." The board also ratified a previously funded $100,000 CDM contract for the Miramar project.

Property owners on Pottle Street currently face septic repair costs estimated at $150,000, and the Town and Country development of roughly 200 units has sought a sewer connection for five to six years. The July 2026 SRF application, if approved, requires town meeting authorization by June 30, 2027 or the loan is forfeited.
