Kingston Sewer Commission Approves Restructured Miramar Connection Deal With 60 Percent Deposit

KINGSTON — June 1, 2026 — Kingston Sewer Commission restructures $5.3 million Miramar connection agreement, dropping deposit requirement from 75 percent to 60 percent. The commission voted unanimously at its June 1 meeting to accept a $3,192,000 upfront deposit from the Miramar development, a proposed 400-bedroom Chapter 40B project in Duxbury, with $500,000 of that amount nonrefundable and a separate $100,000 for CDM engineering services also due at signing. The commission will retain all interest earned on the held funds. The deposit is refundable only if Miramar fails to obtain one of four specified permits — street-opening access from Kingston or Duxbury public works, or conservation commission approval in either town — tied to routing the sewer line through Duxbury's road layout around a private parcel that blocks a direct connection to Kingston. The commission chair was authorized to execute the amended contract subject to further legal review, with a final agreement expected around the commission's June 9 meeting.
