The board also asserted that Kingston, not the developer, must retain sole authority over any unused sewer capacity. The commission unanimously approved a $998.40 corrected billing charge for 15 quarters of estimated usage at 12 Curtis Avenue, and submitted three placeholder town meeting warrant articles including a $137,753 request for the town to cover one-third of leaching field debt service.
