Kingston ZBA Approves Green Farms 40B With Density Cut, Copper Beach Access Eliminated
KINGSTON — June 1, 2026 — Kingston's Zoning Board of Appeals approved the Green Farms 40B residential project with conditions Monday, cutting the proposed 144-unit development by roughly 25 percent to approximately 108 units and eliminating a secondary access through the Copper Beach Drive neighborhood. The board voted 3-1, with member Marsha Nathans abstaining over procedural objections, to authorize Chair Paul Dolan to sign a conditional approval that requires developer Rick Lincoln to remove one story from each of the two four-story buildings, widen the Marion Drive entrance to 28 feet with a fire-truck turnaround approved by the fire chief, and resolve a pending FEMA floodplain map amendment before breaking ground. Board counsel Attorney Tellerman warned that an outright denial risked the developer returning with the original 168-unit proposal after the map change clears. Additional conditions include a 10-foot setback from a town-owned center parcel, dark-sky lighting compliance, dedicated snow storage, outdoor recreational area curfews, and a construction management plan subject to DPW and police approval. The formal written decision must be filed with the town clerk by June 10, 2026.
