Plympton Finance Committee backs Silver Lake debt-rolloff plan for building repairs
PLYMPTON — January 26, 2026 — Plympton Finance Committee informally backs plan to redirect $1.3 million in rolling-off Silver Lake Regional debt into a building-repair stabilization fund. Silver Lake Regional School Committee member Jason Fraser told the committee Monday that a 2025 engineering report identified more than $56 million in deferred maintenance across the district's two school buildings, with annualized costs closer to $73 million when inflation is factored in. His proposal would recapture $700,000 in expiring exempt debt this fiscal year and $600,000 the following year — holding taxpayer assessments flat in nominal terms while funding a restricted capital-only stabilization account. All four committee members — Chair Marilyn Brown, Dan Cadogan, Steve Lewis, and Catherine Shepherd — signaled support for the net-neutral approach, with Shepherd calling it "the path of least resistance." Fraser said he would present the plan to Kingston's Finance Committee around February 10 and to Halifax the following evening; alignment across all three member towns is required for the proposal to advance. Separately, the committee agreed the Dennett Elementary School's $12,100 phone system replacement should be pulled from the operating budget and submitted to the Select Board as a warrant article, with Fraser warning the existing system will stop functioning by January 2027 without action.
