Zoning Board · Meeting of April 16, 2026
ROCHESTER — The Rochester Zoning Board of Appeals approved a 14-foot setback variance for a 28-by-20-foot home addition at 12 Kathy Jo Place. Chair Donald Spirlet led the unanimous vote after the board found the dense, nonconforming neighborhood left the applicants, identified as the Holderman family, no other feasible building location given their septic system's placement. New board member Josh Royko, introduced earlier in the meeting, said he wanted the approval "limiting it to the proposed footprint, so not all the way back to the lot." The board first voted 4-0 to classify the application as a Type 2 action for environmental review before opening and closing a public hearing with no in-person comment.
Separately, the board pulled a long-pending Verizon Wireless cell tower variance hearing from its agenda after the carrier's attorneys asked to table it while they determine whether a variance is still needed following Planning Board height conditions.
