Scituate Zoning Board Approves Three Home Rebuild and Addition Permits

SCITUATE — April 16, 2026 — Scituate Zoning Board of Appeals unanimously approves three residential special permits while deferring a fourth amid unresolved water resource questions. At its April 16 meeting, the board granted special permits for a raise-and-rebuild at 83 Rebecca Road on a nonconforming 8,000-square-foot lot, a 42.8 percent rear addition at 61 Brook Street, and a 130.4 percent raise-and-rebuild at 28 Maple Avenue replacing an 1885 home with a 2,145-square-foot replacement. All three were presented by architect Paulette O'Connell of OCO Architectural Design or engineer Gregory Morse of Morse Engineering. The evening's most substantive debate came on a sixth application — Alfred Cerrone's proposed addition at 267 Chief Justice Cushing Highway that would nearly double the home to 2,451 square feet — where Water Resource Commission Chair Bruce Arvonis flagged that the property's impervious surface coverage of 27.8 percent far exceeds the 15 percent Zone A limit, and no artificial recharge system appeared on the plan. The board continued that application to May 21, pending answers from engineer of record Stembeck and Taylor on both the recharge question and whether a bylaw front yard averaging provision under Section 620.4A renders the special permit unnecessary.
