Plymouth clears 392-unit Carver Road project to cross 10 percent affordable-housing mark. The Select Board voted 5-0 to back a memorandum of agreement and letter of support for developer Rick Vayo's 120 Carver LLC, which plans 392 rental units, 98 of them affordable, with a $2.5 million mitigation package covering fire staffing, West Plymouth recreation space, a sewer pump station and water-system upgrades. Assistant Town Manager Lauren Lind said the project pushes the town's Subsidized Housing Inventory to roughly 10.5 percent, achieving "safe harbor" status against unfriendly 40B projects like the earlier Pulte proposal.
"We're not a 40B developer... we're doing this for one reason, and that's to try to get Plymouth out of this situation," Vayo told the board. Separately, the board declined to recommend two citizen's petitions, a unified-complex zoning fix and a steering-committee overhaul, voting 4-1 against the latter; both still head to the Oct. 17 Town Meeting.
