Bridgewater panel advances camera restrictions and a school withdrawal study. The Rules and Procedures Committee voted 3-0 Monday to recommend Councilor Sean Spagone's Community Against Flock Encroachment Act, which would bar town use of automated license plate readers and require businesses using them to register and post notice, after Councilor Tim Trocchio pressed Spagone on the legal citations behind it, including Commonwealth v. McCarthy and Carpenter v.
United States. The committee amended the ordinance four times, shifting enforcement and registry authority from the police department to the town manager and striking a redundant penalty section, before sending it to the full council alongside a separate, still-pending ALPR ordinance from Councilor Kennedy. Separately, the panel voted 3-0 to recommend Order FY27014, introduced by Councilor Mary McGrath, directing the Budget and Finance Committee to study the cost of withdrawing roughly 2,300 pre-K-8 students from the Bridgewater-Raynham Regional School District.
"It's not a huge thing," McGrath said of the student count, adding the town could design its own special-education programs if it ever withdrew.
