Brockton Conservation Commission Denies Exeter Street Compliance Certificate Over Fence, Lawn Failures

BROCKTON — May 20, 2026 — Brockton Conservation Commission denied a compliance certificate for a repeatedly troubled Exeter Street reconstruction and advanced five other projects at its May 20 remote meeting. Acting Chair Joyce Boris presided after the regular chair and vice chair were absent; Commissioner Matt joined mid-meeting to bring the panel to five members. Conservation Agent Kyle told commissioners that his May 12 site visit to 10 Exeter Street found fence posts anchored only by piled rocks and rough concrete — posts he demonstrated on video could be shaken with one arm — large patches of bare or failed lawn, and an as-built plan that did not match fence conditions on the ground; the commission voted 5-0 to deny even the partial certificate of compliance requested by applicant representative Brad Holmes of ECR. The commission also issued a full certificate of compliance for 196 Manley Street under DEP file 118-0758, approved a negative two and negative three determination for an Eversource gas line at 136 Perkins Avenue, issued orders of conditions for a floodplain sunroom addition at 68 12th Avenue and for Center/Plymouth Streets intersection safety improvements designed by CDM Smith for the city DPW, and issued an order for a new home at 195 Bellevue Avenue Lot 1 — while continuing the neighboring Lot 2 to June 17 after Kyle's site photos revealed buried tires and chain-link fencing in the buffer zone.
