Brockton Ordinance Committee advances a full-time BEMA tech job, tables a bigger zoning overhaul. Fire Chief Brian Nortelli said the city has spent "$40,000 to $50,000" on fire-department radio repairs alone, backing a reclassified Public Safety Communications Technology Specialist post that the committee referred favorably to the full council. Separately, planning officials pitched a form-based zoning code as an overlay district tied to new state Chapter 40A housing rules, citing a roughly 1,400-unit Charter/CSX proposal and the former police station site as projects riding on the outcome; no vote was taken.
Councilor Phil Griffin said the unfamiliar zoning tool "gives me pause," while Councilor Susan DeCastro pressed officials on regional housing-benefit standards. The committee also postponed, 4-1, a separate Smart Growth Overlay zoning map amendment, and tabled a borrowing-restrictions ordinance after the interim CFO raised a state-law conflict concern.
