Conservation OKs Water Street Home and Culvert Fix

Conservation · Meeting of October 1, 2026

Pembroke conservation board approves Water Street home over neighbors' flooding photos, backs a failing Park Street culvert fix. Wetland scientist Scott Goddard told the Conservation Commission the William "Bill" Cushing home sits 67 feet from wetlands, with disturbance limited to about 7,500 square feet; the board raised a tree-fund donation to $300 and required 36-inch buffer markers. Neighbor Christine Perkins-Kahn countered with 2017-2026 photos, saying "any of this that they're planning to build has to all be filled." Separately, DPW engineer Drew Gallant told the board Park Street's rusted 60-inch culvert "has a lot of potential to fail," proposing a 5-by-4-foot box culvert and a full repaving, but said construction funding isn't secured.

Residents Peter Stamper and Ruth Pinkham pressed on timing, water-line coordination and notification; the board also ratified an enforcement order for unpermitted clearing at 70 Milford Street near the Pembroke Country Club pond.
