Halifax Conservation Commission Issues Five Certificates of Compliance, Adopts New Fee Schedule

Halifax Conservation Commission closes out five environmental compliance cases and adopts new filing fees. The three-member quorum — Chair John Guiod, Paul Doucette, and Kathy Evans, with member Dan Levesque also participating — voted unanimously on all items at the July 14 meeting, with Edward Haworth and Edward Lane absent. The most unusual action involved 277 Plymouth Street, where a Notice of Intent filed in 1982 — likely for what is now a Cumberland Farms near Walmart — had never received a Certificate of Compliance; staff member Peggy Selter researched the decades-old file before the board approved the long-overdue closure.

The commission also cleared compliance certificates for 539 Plymouth Street, 60 Thompson Street, and 314 Plymouth Street, the last of which covers the recently completed Starbucks and AutoZone commercial development that Guiod described as "a nightmare" during construction. A separate hearing at 16 Old Summit Street under DEP file SE-171-0607 was continued to July 28 while an engineering peer review remains pending. The board affirmed a $50 legal notice invoice and approved updated Conservation Commission filing fees following prior Select Board authorization.
