Plymouth Conservation Commission Approves Store Pond Outlet Replacement, Elects New Officers

PLYMOUTH — July 14, 2026 — Plymouth Conservation Commission unanimously approved a Notice of Intent for a Store Pond outlet replacement and reelected Walter Morrison as chair at its July 14 meeting. The commission voted 7-0 to approve the Town of Plymouth project at 0 Court Street, designed by SLR International Corp. engineer Amy Green, requiring the contractor to use a frac tank for dewatering in the constrained Court Street right-of-way and to remove invasive bittersweet near the downstream granite headwall before reconstruction begins. A waiver for work within the 35-foot buffer also passed unanimously. The board also voted 7-0 to issue a negative determination for a seasonal food-truck park at 140 Warren Avenue on Plymouth's barrier beach, clearing applicant Scott Hokanson to proceed with debris removal, gravel parking, and 2,035 square feet of native dune grass and beach plum plantings on a site vacant since the demolition of Burt's Restaurant. Morrison was reelected chair unanimously; Jamie Carpenter, attending via Zoom, was elected vice chair by the same margin. Two Pulte Homes of New England residential applications totaling 163 units were continued to August 11 at the applicant's request, with Morrison recused from those votes.
