Scituate Conservation Commission Votes 3-1 to Deny Marshfield Avenue Accessory Dwelling

SCITUATE — July 6, 2026 — Scituate Conservation Commission voted 3-1 to deny a proposed accessory dwelling unit at 30 Marshfield Avenue during its July 6 virtual meeting. Chair Frank Snow, who voted against denial, said the project had been "vetted about as best as we can," but members Penny, Eric, and Roger cited inadequate hydraulic and flood-flow modeling and unmet storm-damage-prevention performance standards as grounds for the denial. Abutter Richard Baza of 22 Marshfield Avenue urged denial, telling commissioners the application contained "no meaningful vegetation protection plan, no construction sequencing plan, no structural piling plans, no flow modeling." Attorney Jeff Delisi, representing applicant Stephen Tripp, argued a valid approval pathway remained open under state coastal-dune regulations and that coastal geologist Stan Humphreys had concluded the project would cause no adverse impact.
