Hull Redevelopment Authority Awards Both Seasonal Parking Contracts at Competitive 2026 Bids

HULL — April 6, 2026 — Hull Redevelopment Authority awards both beach parking contracts for the 2026 summer season. The authority voted unanimously Monday to award Parking Area A — a 275-space lot off Hull Shore Drive — to Henry Dunn Jr. at a high bid of $70,177, and Parking Area C to Coastal Marine Properties, represented by Joseph Bradley, at $28,148 under a criteria-weighted scoring process that factored in commercial partnership plans and electronic-payment experience alongside bid price. Administrative Business Manager Mark Hammond confirmed all three Lot A bids were responsive to requirements. The combined contract value of roughly $98,325 represents a significant increase from a period when the authority drew a single bid and collected approximately $13,000 in parking fees. A public commenter, Elise Crane of 9 Off Street, urged the board to terminate any non-compliant operator swiftly this season, citing the prior operator dispute that resulted in litigation over unauthorized cash collection and unpaid fees; a board member disputed her characterization of events and said the authority plans to tighten contract enforcement language.
