Lakeville Conservation Commission Continues Pool Hearing, Approves Parking Lot Repaving

LAKEVILLE — July 14, 2026 — Lakeville Conservation Commission approves parking lot repaving exemption and continues pool hearing while monitoring subdivision drainage failure. The commission voted unanimously July 14 to issue a Negative 3 Determination for a parking lot repaving at 310 Kenneth Welch Drive, finding the 1993 lot eligible for a pre-August 1996 Riverfront Area exemption under the Wetlands Protection Act; contractor Andy Russo of Russo Brothers described the project as strictly in-kind reclamation with 99 percent of material remaining on site. A Request for Determination of Applicability for an in-ground pool at 5 Shan Circle was continued to July 28 after Conservation Agent Mark Minton argued the application belongs before the commission as a Notice of Intent, citing "three notices of intent from Zenith Engineering over the past couple of years, four pools between the 50 and the 100." The commission also approved a certificate of compliance for the Lakeville Athletic Club at 325 Bedford Street and closed a resource area delineation at 38 Lakeside. Separately, members spent considerable time on the Pinecrest Village subdivision, where a recent rainstorm sent runoff around an undersized or improperly installed sediment forebay; neither subdivision lot has been released for construction, and the commission is awaiting an as-built survey before peer reviewer Beals and Thomas can determine whether the drainage design was defective.
